Dear Grand Ayatollah Saanei,
Is it obligatory to recite Surah after the al Hamd in daily obligatory and recommended prayers?

It is not obligatory but recommended to recite a complete Surah or part of it after the al Hamd in the first and second Rakats of daily obligatory and recommended prayers.
