If one of your followers does not fast on the first day of Ramadan based on the confirmation by a religious authority, should they offer the Qadha? The establishment of the beginning of the new moon by a religious authority is not considered accountable and valid. Whether or not to offer the Qadha depends on the follower's personal certainty about the beginning of the new month or the end of the previous one.
